The vision was to create an identity for such projects to attract tourist and visitors. The masterplan is to accommodate a large variety of hardware stores, large format retail, factory outlets and specialise markets.

The overall distance of the masterplan is too long to provide an effective commercial retail street. The masterplan strategy was to adapt the model of world expos with large pavilions and monumental walking spaces. Different retail or outlet zones are developed into different theme and character zones like a theme park or expo. The goal of the masterplan is to encourage pedestrain flow throughout the site and increase the exposure and frontage of retail shops. The solution was to create a centralised pedestrian walk way not so different from najing pedestrian zone in shanghai.
